Step 2 of 3 - Payment Information doesn´t show payment method, bug?

I have set only Cash on Delivery (default, sort:0, Zone:none) as the only one payment method and I have only one shipping modul (Store pickup).
The problem is that in checkout process Cash on Delivery doesn´t appear in step 2 of 3 (Payment information). Instead it shows "Sorry, we are not accepting payment from your region...(TEXT_NO_PAYMENT_OPTIONS_AVAILABLE). I know that if you have only one method, the radio button doesn´t show because it is not necessary but it should show the name of the only payment modul. It means that payment.php loaded correctly all available payment methods but in my case the sizeof($payment_modules->selection()) is 0 so I can´t proceed with checkout. I didn´t make any changes in order.php, payment.php, cod.php or tpl_checkout_payment_default files and data in configuration table id database is correct. If I put more payment methods than everything is all right and they all show together with their radio buttons. Is it maybe a bug because I didn´t touch core files? The version is 1.3.8

Make sure you only have installed the Payment Module that you are using ...

Make sure that it is enabled ...

If you install Check/Money Order, do you now see it *and* COD showing?

NOTE: COD does not work on Virtual Products or Downloads etc.

What is "etc." ? I can see only "Yes, Always Free Shipping" in product admin page as option where COD doesn´t work apart of Virtual Products or Downloads.
