Can't get past System Setup

I am in the process of setting up 3 zen carts for my site.
First two, no issues installing it all the way to the Admin.
This last one though is stuck on System Setup and clicking Continue button doesn't nothing.
I deleted and reinstalled.
Nothing.
I have waited thinking maybe its just going slow ... even though nothing is showing anything trying to load.... but Nothing.
I've agreed to the terms with a checkmark in the box, just like the other 2 ...but Nothing.

Why would the other 2 work but not this one? I was on a roll !

Is this a new install with a new database or has a previous database been loaded to the system? What php version(s) are involved? What logs are generated in the logs folder as part of the process? Is there an existing includes/configure.php or admin/includes/configure.php file? What server differences are expected (e.g. _nix versus windows?)
