On how the product notification system works... There are also a few things throughout the forum about it. I did a search on product notification within the forum and came up with several related articles, but I think understanding how it works first would help resolve the "issue" and maybe set down a path to obtaining the desired result.

What triggers the update notification?
Nothing. They need to be manually triggered.
First create the newsletter (from the tools newsletter/notification menu).
Select 'product notification' as the module.
Save the 'newsletter'
Click the 'send' button.
Select the products pertaining to the newsletter.
Click the 'submit' button.
