two locations of language files

two locations of language files

In my Zen Cart installation I see two locations were language files are stored.

includes/languages/dutch
admin/includes/languages/dutch (no, admin is not the current name)

What is the difference between these two locations?
When I want to edit the language file, which files do I have to edit?

Includes/languages/Dutch are used for the store front. AdminIncludes/languages/Dutch is used to edit the back end language

includes/languages/dutch
are the files the shop front uses, customer sees these, you edit these files.

admin/includes/languages/dutch
is the administration side, only you see these.
