I need help on shipping configuration, please

Hi all,
I am sorry if my topic has been answered already in former threads. I was looking for any help quite long, but I can't find the right solution.
My shop is in Guatemala and for now I am not planning to ship outside the country.

I would like to set up the following:

Different Zones (outside the capital) and for these Zones there should be a flat shipping, but depending on the Zone the costs are different.
In the capital there will be also a flat shipping, but when the order is higher than a certain amount, than it is free shipping.

I already entered Order total/Shipping and set the amount, but still it does not work. Either I still have displayed the flat amount or a window opens with the Info 'estimated shipping'. This changes when I change the Shipping Zone.

Does it has something to do with the Zones? How and where can I configure them...The default is mostly for USA, Canada, Europe, but for for Guatemala it is a bit difficult?

Let's start with ... "outside the capital" ... is this a specific reference to something in the address?

What determines "outside the capital"?

many thanks for the reply and sorry for expressing that complicated.

What I would like to do is that in GUatemala City there is one shipping cost, lets's say Q. 20.00 and then another city has shipping cost e.g. Q.30.00 and so forth. International (only Central America) shipping costs would be others.

I know more or less where to configure this, but somehow it doesn't work. I guess that configured wrong somewhere, this is why I copied in my first mail all the configuration I made.
