3 lbs. being added to order

I am doing some testing on my site and when I did a test order it added 3 lbs on the final checkout. I am using table shipping.

Here is a screenshot of the cart where it gives the weigh of items. It is correct.

Then when it goes into the next checkout, it adds 3 lbs. (I am actually working in kg. but there is no choice for that and it doesn't matter to the end result.)

Where have I gone wrong?

Using 1.3.0.2

A quick search would have shown you that this is a tare weight added in the admin-> configuration -> shipping section

Thanks, I must have used the wrong choices when searching as I have found searching has answered all my questions so far.
