Sorry Ajeh, but I am still confused.
In Zones ... it is asking for the 2 character ISO code ...The only place where GB appears is in the Countries table.
In the Zones table I have a listing of all the Counties in the UK and they are shown as
'Country': United Kingdom - 'Zones': Somerset (etc) - 'Code': Somerset(etc)
So the only place where GB is showing is in the Countries Table.
So Back to the problem of selectively choosing counties from which orders are allowed.
The whole issue of Zones and Zone definitions is very unclear.
In the Wiki (http://www.zen-cart.com/wiki/index.php/Admin_-_Locations/Taxes_-_Zones_Definitions)
it tries to clarify the Zones/Zone Definitions, but in it there are comments which are unclear.
For example the Wiki states
You always have to define at least one zones definition, and every location (country or state) you plan to sell to should be included in one of your zones definitions.
and....
You can define two zones definitions: one containing all the states except Florida, and one containing just Florida. Then you can specify the Tax Rate that the zone Florida should use.But in Admin/Zone Definitions you are allowed to specify a Zone Name and a Zone Description and nothing else. There is no facility to add 'all the States except Florida'. Similarly when you select 'Details' the Country can be chosen, but only one Zone or 'All Zones' can be chosen for each Zone Definition.
Here is what I currently have set up in Admin:Location/Taxes.
Countries - contains all Countries and their ISO codes.
Zones - Contains all the States/Provinces/Counties for each country
Zone Definitions - Contains only one entry which has a Zone Name of 'UK VAT' and a Zone Description of 'UK VAT Rates'. In the 'Details' for this I have selected 'United Kingdom' and 'All Zones'.
I was under the impression (obviously incorrectly) that if the Zones were not included in the Zone Definitions that Checkout was not possible. But with only a Zone Definition for the United Kingdom if someone registering with a United States Address places an order, they can check out.
What am I missing here?
