How to do a real refferal system?

I have been looking at the Coupons and GVs. Cant find a good way.
What I understand:

Coupons - admin generated to reward customers
GVs - sold to customers to send to their friends to claim.

I am looking for a Refferal system, ie

Customer A tell by word of mouth or email or tell a friend, and when the freind either sign up as Customer B or buy stuff, I want Customer A to be rewarded with Gift vouchers.

If I make use of coupons, customer A will only be able to send the voucher for friends to enjoy the benefit.

I want Customer B to have no reward, but Customer A to be rewarded. If I give manual GVs to Customer A, it will be very complicated and tedious when volume is high.

any recommendations?

What you're suggesting sounds very much like an affiliate program. Unfortunately, I'm not sure if any affiliate programs allow for affiliate payment via gift-vouchers.

If you're willing to pay your affiliates in money, however, JROX allows for up to 50 affiliates before you have to pay for the affiliate software. Also, if you use the JROX link from 'partners' in the header, the Zen Cart team gets a little bit from it as well.

you can also use jrox, and rather than send cash you can send them a GV
just put in your TOS that all payments are in GV for merchandise to be spent at your store
