Neither GC or Coupons showing up in Paypal, orig amount only

Neither coupons or GC's work for me, both show up fine when in Zen Cart, however when going to paypal you are charged to original full price. Anyone know how to fix this?

I'm on 1.3.7 with the latest PPEC modules installed.
