Upgrade new install of prior release?

I just installed 1.3.7 before I realized there was a new release. the only real mod I have made was to the design of the header graphics and a few color changes in the style sheet. No products have been installed yet. Can I just re-install the new version and keep my tpl_main_page.php file and stylesheet from the 1.3.7 version or do they need to be changed again?

Is the new release just some new features or is there a security reason to upgrade? don't use the new PayPal for this install so that is not a reason for upgrade and small cart only has a few items so really don't need new features for this application either. Is it worth upgrading?

If you've only changed a few cosmetic things, it won't be hard to replicate those in the newer version.
Why use the old version when a year's worth of bugfixes are included in the new version?

You should be able to quickly merge your customizations into the new template files. For example, there were a few stylesheet updates, which will need to be added/changed in your old stylesheet, as well as some feature bugfixes in the tpl_main_page.php, and so on.

In short, do your upgrade now, rather than waiting until you make more customizations and therefore make the upgrade more complicated.

Just a note: on point #5 of the above link, it says to update the configure.php to point to the new DB and directories... but on https://www.zen-cart.com/tutorials/index.php?article=108, there is no mention of updating directories. Can someone update the FAQ? Right now it only says:
