credit card payment without a PayPal account?

I thought PayPal Express was going to let me accept credit card payments without requiring a PayPal account? as it says on this page.. http://www.zen-cart.com/index.php?main_page=page&id=15

I just spend the whole day upgrading my zen cart to the latest version and installed Paypal Express, but when I place a test order and go check out through Paypal Express it still only gives me 2 options, sign in, or make a new account. I don't see any other options..

Did you configure your paypal account to accept payments
via paypal express?

It seems that this feature isn't available in many countries , such as China, German.

I have a business Paypal account, and set up the Paypal Express module from admin.

Is there anything else I have to do?

I'm in Canada so Paypal express should be supported.

You have to login to your paypal account at paypal.com and set
up API i.e
via profile, under Account Information, choose
API Access.. follow instructions there.
